Frank Turner
 


Frank Turner is a member of the Class of 1968 and Law Class of 1973 was Promoted at Morgan State University and he is working in the Maryland
Legislature to Fund Education.
 
 On August 15, 2007, Frank S. Turner, the former Chair of the Business  Department was promoted to Associate Professor in the School of Business and  Management at Morgan State University. Frank has published numerous referred  articles in peer review journal over the past 5 years on "Corporate Ethics and  Health Care: Wal Mart on the Frontline," "Uniform Computer Information  Transaction Act(UCITA) Five years Later: A Retrospective" and "Profit or
 Nonprofit: Is Health Care a Matter of Competition?."
 
 Turner is also in the Maryland legislature. Where he is the Chairman of the Finance Resources   Subcommittee on the Ways and Means Committee.
 
 During the 2007 Special Session of the legislature, Frank, with the assistance  of staff and his subcommittee, explained and defended on the Floor of the  House the Constitutional Amendment to allow Video Lottery Terminals to be  added to the Maryland Constitution. This legislation needed a super majority  of 85 votes to appear on the November 2008 ballot. Frank was able to muster 86  votes. A second bill that Turner explained and defended on the Floor of the  House implements of the Constitutional Amendment.
 
This bill is 63 pages with over 40 amendments. Turner needed 71 votes for the  passage of the implementation legislation and received 71 votes. Should the  Constitutional Amendment pass, over $500 million from Video Lottery Terminals  will fund additional school construction projects, contribute to K-12  programs, help slow the increases in college tuition and fund 100,000 of  Maryland uninsured.
 
 Turner has served as Acting Chair and Vice Chair of the Education Subcommittee  and Chair of the Personnel Subcommittee on the Appropriation Committee. He has  also passed four separate bills opening adoption records and redefining the  way one can search for birth parents adoptee, sibling and other relatives  throughout Maryland.

On November 7th 2006, Frank S. Turner, class of 1968 and a 1973 NCCU law graduate was re-elected to his fourth term in the Maryland Legislature. Frank won re-election by over 10,000 votes, the largest victory of his four election. He beat a Harvard Lawyer in the primary and a George Washington University Lawyer in the general election. Frank's district is only 12 percent minority. Frank will continue as chair of the Personnel Oversight subcommittee and vice chair of the Education and Economic Development subcommittee on the Appropriation Committee. Maryland elect it representatives to 4 year terms.
